D&D online Vs Neverwinter 2?

So, I've not really checked out D&D online at all yet, but was wondering if anyone knew if it carried any DM and Construction features as in Neverwinter. Will it be competing with NWN2, or do you think that because of the MMORPG factor, it won't have the DM style to it?

From what I've read, the only DM element to it is precanned flavor text that pops up now and again, with no live DMs. There was a post in the fourms over at NWC (which are so slow I hardly go there any longer) that seemed to bash it, unfortunately:

I get the sense it is an MMORPG like many others, but with a few twists (can't freely roam the world; combat is player-skill based to some extent, etc.).
